Project Manager

With over 35 years of experience in development and financial analysis, Ms. Brown serves as Project Manager for Creative Adaptations Inc., where she leads complex development projects from initial concept through completion. A graduate of the University of Texas at Arlington (UTA) with a Bachelor’s in Business Administration, she has worked across all phases of the commercial development process, including planning, entitlement, permitting, and construction management.

 

Ms. Brown’s expertise spans both affordable housing and healthcare development. She has secured more than $80 million in grants and loans for LMI and supportive housing projects and $25 million in healthcare contracts in her former role as Executive Program Administrator at a mid-sized holistic healthcare firm.

Her experience includes:

  • Preparing and submitting complex grant and licensing applications
  • Managing entitlement programs across city, state, and federal levels
  • Working with HUD loan programs including Sections 221(d)(4), 232, 811, and 202
  • Structuring investor and private equity funding presentations
  • Leading the development of over 1 million square feet of real estate, including a 120-bed hospice facility and four continuing care retirement communities

Chief Financial Officer

Tiffani Brown-Brent is the Chief Financial Officer (CFO) of Creative Adaptations Inc., where she oversees financial strategy, capital planning, and investment alignment across the firm’s portfolio. She holds dual Bachelor of Science degrees in Healthcare Management and Finance from La Sierra University.

Her experience includes:

  • Serving as Operations Finance FP&A Analyst I and later Real Estate Investment Strategy & Analysis Manager II at a Fortune 500 corporation
  • Supporting over 30 development partners with a combined asset base of $200 billion
  • Building financial models, capital allocation plans, and real estate investment strategies for both healthcare and housing portfolios

Her extensive work in corporate finance, healthcare analytics, and real estate planning directly informs Creative Adaptations’ integrated approach to development. With a sharp eye for risk management and capital efficiency, she plays a critical role in the firm’s long-term fiscal health and strategic growth.

Otha Liggins, CCIM - Project Manager

Project Manager

Otha Liggins brings more than 30 years of experience in real estate development, affordable housing, and project execution. As a Certified Commercial Investment Member (CCIM), Mr. Liggins has led large-scale housing and mixed-use projects across the Western United States.

Highlights from his career include:

  • Serving as Executive Director for Tanner Properties, Inc., managing operations of three senior affordable housing communities totaling 393 units across Arizona
  • Managing a $2.9 million annual budget and overseeing site operations, financial reporting, and resident services
  • Leading development and compliance for HUD programs, including Section 202, 221(d)(3)/(4), and 811 projects
  • Supporting $350 million in development financing while managing over 350 project teams during his tenure with HUD
  • Teaching Sustainable Building as an adjunct professor at Victor Valley College

Otha’s well-rounded expertise spans site selection, land acquisition, program design, permitting, contractor engagement, and sustainable construction. He is known for his hands-on leadership and ability to align stakeholder teams with project milestones and regulatory requirements.
